Individuals who apply for the charitable medical card should be confirmed by the Civil Administration Department according to the following four stands:

  1. People who enjoy the lowest standard of social security and has no medical insurance
  2. One of aged couple supports another one and both have no medical insurance
  3. People who born in Shanghai but retire in other places and have no medical insurance
  4. Members of extremely poor family(including the minor)

Up to the present day, totally 5,000 disadvantaged citizens in Pudong New area received beneficiary cards. It is hoped that the amount of issued beneficiary cards will increase.
